I've just noticed mozilla bug 218223, "long tooltips should wrap" has been added to the list of bugs blocking the meta-bug "list of bugs with large community interest". The criteria for this list is at least 50 votes or 50 duplicates.

Now, duplicates as a measure of community interest is a bit controversial, as it implies that filing duplicate bug reports gets things done, which I doubt the QA people would like to encourage. However in this bugs case, there are less than 10 duplicates and 51 votes. So, voting does make a difference.
